Sir,

With reference to my telegram of the 19th of May,

I have the honour to inform you that I agree to the draft consolidating and amending Deleterious Drugs Ordinance forwarded with your despatch No.82 of the 5th of February being amended by deleting all references to syringes except those which occur in 38otions 15 (4) and 39.

I am however advised that certain of the provisions of

the bill are in conflict with the provisions of the International Opium Convention signed at Geneva on the 19th of February, 1925, and that certain other amendments

are also desirable.

(a) Section 2 (1). Definition of Deleterious

I have to point out that since the preparations (incorrectly referred to as drugs) enumerated in the Second Schedule all contain more than the proportions of

the basic drugs specified in Article 4 (d) of the Inter- national Opium Convention signed at Geneva on the 19th of February, 1925, they are all necessarily subject to the

provisions of the Convention. For the purposes of the

definition they abe accordingly already covered by para-

graph 5 of the First Schedule.

I am advised that it is undesirable specifically

to refer to mixtures of those preparations in the

definition
